However, the BoE identifies new risks that have intensified since its last review. These include a potential stock market bubble, increased cybersecurity vulnerabilities, and the increasingly complex and opaque debt structures of AI companies.
The central bank observes that the probability of multiple vulnerabilities ‘crystallising simultaneously’ has risen. According to the report, this overlapping pressure is ‘potentially amplifying’ the combined impact on financial stability.

Stretched market valuations
For investors’ bets on AI to yield returns, the BoE states that widespread, profitable adoption of the technology is essential. This depends on the effective expansion of new infrastructure and accessible financing for the sector.
The report notes that current AI company valuations rely on earnings forecasts that are ‘highly uncertain’.
Some of the world’s most valuable companies, such as chipmaker NVIDIA, have seen their share prices surge due to heavy AI investment or strong market demand.
These valuations have become increasingly stretched, with market gains partly driven by a narrow group of tech firms. The biannual report highlights that this trend is ‘increasing market concentration in some global indices’.

“A reassessment of these prospects could trigger a fall in equity prices that might be amplified by high concentration, correlated momentum-driven positions that can exacerbate volatility as markets fall, and increased leverage,” the BoE states.

Opaque debt structures threaten stability
Corporate borrowing by tech infrastructure providers has surged, creating an investment pace that is ‘unprecedented historically’.
The BoE points out additional risks from investors, including hedge funds borrowing to purchase shares, alongside AI-related companies taking on heavy debt to fund investments.
This rapid leverage growth poses a risk to financial stability due to ‘increasing complexity and opacity in debt structures’. A lack of transparency regarding how these entities borrow could worsen a financial crisis.
“Considerations around the future earnings potential for AI-related companies will also be relevant to the sustainability of these companies’ debt,” the BoE adds. If future earnings fall short of expectations, servicing this debt could become unsustainable.
The Financial Policy Committee (FPC), tasked with ensuring the UK financial system can withstand economic shocks, concluded that the financial system remains resilient and continues to support the UK economy.
Cyber risks escalate via advanced AI
