Visa readies payment infrastructure for AI agent-initiated transactions

Payments traditionally follow a straightforward process: a person decides to make a purchase, and a bank or card network handles the transaction. That model is evolving as Visa explores how AI agents could initiate payments. Recent developments in banking indicate that software agents might eventually take over this role in certain scenarios.

Visa recently launched its "Agentic Ready" program in Europe to test how financial systems can manage transactions initiated by AI. The initiative includes partnerships with banks such as Commerzbank and DZ Bank. Its goal is to adapt current payment infrastructure to handle situations where software agents search for products, make decisions, and complete purchases on behalf of users.

According to Visa's announcement, as covered by The Paypers, the program aims to enable secure transactions in which AI systems serve as the initiator. Rather than a customer confirming a purchase, an AI agent could perform the task after receiving a specific goal or set of guidelines.

How Payments Are Initiated

Payment systems are designed around human identity and intent. Current card transactions rely on verifying that a person has authorized the purchase. If AI agents start initiating transactions, banks will require new methods to confirm identity and intent at the system level. This involves determining how an agent can prove it is acting on behalf of a user and how much autonomy it should have.

Under Visa's model, software agents could manage routine or recurring purchases with minimal human involvement, following user-defined rules. For instance, a system could monitor inventory levels and compare prices, then execute a transaction when specific conditions are met. Reports from Die Welt and Investing.com indicate that Visa views this as comparable to the early shift toward online payments, when banks had to adjust to a new transaction flow.

Compliance and Oversight

Banks participating in early trials are testing how these concepts perform in real-world scenarios. Commerzbank and DZ Bank are exploring ways to integrate AI agents into existing systems while remaining compliant with regulations. This involves checks for fraud, audit trails, and customer consent. These areas are heavily regulated, so any modifications to transaction initiation must still meet oversight standards.

A RepRisk report found that banks are already facing more frequent and expensive problems related to AI. According to the report, such incidents can result in losses of several million dollars.

Visa's efforts are focused on infrastructure rather than consumer-facing tools. The company is working on how payment networks should operate when the "customer" is a piece of software. This includes defining how agents are authenticated and how transactions are approved, as well as how disputes are managed if errors occur.

AI and Corporate Purchasing

In large organizations, procurement typically requires multiple approval stages. AI agents could streamline this process by managing routine purchases within defined limits. This may reduce manual effort, but it also necessitates clear rules on what agents are permitted to do. Without such guidelines, the risk of errors or misuse grows.

Large institutions are investing in AI to automate back-office tasks and cut costs. Some are also restructuring teams to emphasize data and AI strategy. Regulators are scrutinizing how AI is used in decision-making, particularly in areas such as credit and fraud detection.

Taken together, these developments indicate that payments may be one of the first domains where AI agents can operate with greater autonomy. Banks will still need to establish rules, monitor activity, and manage exceptions. However, the routine act of initiating a transaction might, in some cases, require less direct human involvement.

Visa's current phase is centered on testing and system design. As AI systems assume more responsibility, financial infrastructure will need to adapt to a new kind of user—one that doesn't hold a card but can still make purchases.
