South Korea’s $3.5bn Fund Bolsters AI Chip Dominance

Presidential Chief of Staff Kang Hoon-sik states the initiative targets supply chain firms to accelerate domestic chip production in South Korea
South Korea is aggressively bolstering its position at the centre of the global AI boom. Home to tech heavyweights Samsung Electronics and SK hynix, the nation is injecting ₩5tn (US$3.52bn) directly into its domestic AI hardware supply chain.
The dedicated state fund focuses on bolstering promising fabless firms alongside domestic suppliers of chip materials, components and equipment, while accelerating the buildout of advanced regional production hubs.
To further streamline operations for local suppliers, the government is committing an additional ₩5tn (US$3.52bn) in trade financing.
Details of the financial package were announced during a press briefing led by Kang Hoon-sik, Presidential Chief of Staff, following a meeting chaired by South Korean President Lee Jae Myung.
These funding commitments tie directly into President Lee’s semiconductor megaproject initiative introduced in June 2026.
Under this massive overarching strategy, Samsung Electronics and SK hynix are projected to invest over US$576bn alongside regional authorities and supply chain partners.
Additionally, a 10-year, ₩1tn (US$704m) scheme will launch to foster structured collaboration between tech giants and smaller suppliers spanning semiconductor R&D, testing and volume production.

Fast-tracking industrial infrastructure
To ensure project timelines stay on track, the government is pushing to pass a Mega Special Zone Act through parliament before the end of the year, expediting regulatory permits, environmental reviews and site construction.
As part of this momentum, President Lee urged the Defence Ministry to relocate functions of a military air base in Gwangju, South Korea by mid-2028.
The site shift is designed to clear the path for a planned semiconductor manufacturing hub across the 8.3 million-square-metre zone, which has already been selected as a candidate national industrial complex. Full facility relocation and temporary dispersal are scheduled for completion in the second half of 2028.
Addressing long-term utility requirements, Kang confirmed that the government would ensure power and water supplies are available on schedule for new semiconductor projects.
For the Southwestern Gwangju-South Jeolla semiconductor cluster, municipal authorities aim to deliver 650,000 tonnes of water per day by 2030, drawing from recycled wastewater and neighbouring dams.

For the primary Yongin semiconductor cluster, plans call for 14.7GW of electricity by 2041, powered through a mix of gas-fired LNG plants, cogeneration facilities and inter-regional grid transmission.
Broadening the nationwide scope, Kang noted that megaprojects worth more than ₩350tn (US$246.4bn) in other regions of the country are scheduled to begin construction or facility expansions in 2026. A further ₩57tn (US$40.1bn) of research and development projects are also due to start.
Strategic alliances powering next-gen computing
Expanding semiconductor capacity stands as a core objective for the Lee administration, which recognises that existing hubs near Yongin and Pyeongtaek cannot independently sustain the escalating demands of AI workloads.
This capacity expansion has drawn prominent international attention. In June 2026, US behemoth NVIDIA turned to South Korea in a commitment to develop advanced memory for global AI data centres.
The deal capped a four-day visit to Seoul by NVIDIA CEO Jensen Huang, who announced a multi-year technology partnership with SK hynix to keep pace with the growing AI demand.
