The UK's Approach Is Becoming a Global Policy Template
In this regulatory shift, the red-teaming and risk assessment framework developed by the UK AI Safety Institute (AISI) is emerging as a benchmark for other nations. Recently, the UK government announced a formal partnership with the Australian AI Safety Institute to jointly monitor potential risks from advanced AI in cyber attack and defense contexts and share core capability insights.
This new model marks a departure from the previous reliance on voluntary corporate commitments, bringing government directly into the testing process. Going forward, large AI models will need to navigate a compliance process akin to a "pre-launch safety inspection" while competing in the market, and safety testing capabilities are increasingly becoming a key component of product competitiveness.
US Tech Giants Sign Up for National Security Evaluations
Meanwhile, the AI Standards and Innovation Center (CAISI) within the U.S. Department of Commerce is advancing similar national security evaluation mechanisms. Several leading AI companies, including Google DeepMind, Microsoft, and Elon Musk's xAI, have reached key agreements with the center, committing to provide relevant materials and undergo thorough security assessments before publicly releasing their models.
During this period, Microsoft also confirmed it would further strengthen collaboration with US and UK testing bodies to jointly reduce large-scale public safety risks posed by advanced models. These rapid international partnerships send a clear signal: future AI regulation will no longer focus solely on whether companies have drafted safety commitments, but rather on whether those commitments have been actually tested.
