South Korea Breaks Ground on National AI Computing Center, Investing 2.5 Trillion Won with 2028 Target
South Korean outlet EtNews reports that groundbreaking for the Korea AI Computing Center (KOACC) took place on August 3 at the Solar City data center park in Sunan, Jeollanam-do. Backed by a total investment of 2.5 trillion KRW (roughly 11.838 billion RMB), the facility aims to launch operations by 2028, marking it as one of South Korea’s most substantial national investments in AI infrastructure to date.
The project’s equity distribution highlights a strategic push for deep government-business collaboration. Samsung SDS leads as the largest shareholder with a 30% stake, while public entities—including the Ministry of Science and ICT, the Financial Supervisory Service, and the National Growth Fund—collectively hold 29%. NAVER Cloud follows with 26.1%, joined by investors such as Kakao, KT Group, Samsung Electronics, and Samsung C&T. Together, these entities form the KOACC alliance, tasked with the end-to-end construction and management of the data center.
Targeting the Global Market, Competing for Computing Power Authority with High Cost-Effectiveness
Upon completion, the facility will deliver high-performance, cost-efficient AI computing resources to the global market, positioning South Korea competitively in the worldwide race for AI infrastructure. The KOACC alliance has already filed an electricity application with Korea Electric Power Corporation and is concurrently developing essential supporting infrastructure, including water supply pipelines.
Beyond commercial computing rentals, the South Korean government has designated a specialized research zone within the center to test domestically developed NPUs (Neural Processing Units). This initiative accelerates breakthroughs in the local semiconductor industry’s AI custom chip sector, transforming the center from a mere computing supply node into a critical testing ground for South Korea’s semiconductor self-reliance strategy.
From Samsung’s leadership to government backing, and from power grid integration to chip innovation, this computing hub represents more than just a 2.5 trillion KRW infrastructure investment.
