Lee Kai-Fu: Open Source Models Better Path to AI Sovereignty
In a recent interview, Sinovation Ventures chairman Li Kaifu discussed the concept of "AI sovereignty," noting that it involves not only control over technology and data security but also how well models adapt to local cultures and legal frameworks. He argued that not every country needs to build its own OpenAI, and blindly chasing costly closed-source development is an unwise move.
Li Kaifu stressed that for most countries and companies with limited resources, a more practical approach is to create localized systems based on open-source models. This "third way" involves incremental fine-tuning on top of open-source models, enabling alignment with specific regional values at minimal cost, rather than being tied to foreign general-purpose models.

When addressing U.S.-China competition, Li Kaifu observed that resource constraints have actually pushed Chinese companies to achieve remarkable engineering efficiency. Using DeepSeek as an example, he noted that Chinese firms can deliver high performance with less than one-tenth the investment of their U.S. counterparts, even when computing power is limited, by optimizing architecture and reducing dependencies.
