TikTok Issues AI Content Rules for Local Services, Bans Unauthorized Likeness Use

On April 22, Douyin Life Services officially released the Douyin Life Services AIGC Creation Guidelines, aiming to clarify the behavioral boundaries for creators using artificial intelligence-generated content or deep synthesis technology. This initiative further safeguards consumers' right to know and maintains a healthy content ecosystem.
The guidelines focus on rights protection and information authenticity. Regarding personality rights and intellectual property, Douyin explicitly prohibits using AIGC technology for secondary creations—such as face swapping, voice imitation, or adapting others' images, voices, or works—without legal, explicit, and traceable authorization. Creators are also barred from using unauthorized materials or plagiarizing others' scripts for model training. To ensure consumer transparency, the guidelines mandate that all published content containing generated or synthetic material must be clearly disclosed, enabling the audience to distinguish between real and virtual content.
In terms of marketing compliance, the guidelines strictly prohibit using AIGC to fabricate product, store, or service information. They ban exaggerating quantities, specifications, or effects and require that online promotions must accurately reflect offline fulfillment. Furthermore, in response to industry issues where AI technology is used to create vulgar plots or forge hot topics for traffic, Douyin has stated it will crack down on odd and irrelevant content unrelated to products or services, ensuring a positive value orientation.
The release of these guidelines signifies that leading platforms have entered a refined stage in AIGC content governance. By implementing constraints across the entire chain—from the technical source to the marketing end—the measures effectively reduce infringement risks and build trust, setting an industry benchmark for the compliant application of AI technology in the local life services sector.
