Tencent, Baidu among 31 firms signing China's first self-regulation code for AI personal data

On July 13 at noon, the "Self-discipline Convention on Personal Information Protection for Intelligent Agents" was officially unveiled during the "Netizens' Rights and Personal Information Protection Forum" at the 2026 China Internet Conference. Thirty-one industry leaders, including Tencent, Baidu, Meituan, and LianShang Group, were the first to sign the agreement on-site.
As a key self-regulatory benchmark for the AI sector, this convention addresses a domestic regulatory gap regarding personal information protection for AI agents. It aims to steer the industry toward standardized, healthy growth by leveraging the influence of major players, directly aligning with the national "14th Five-Year Plan" goals for secure and controllable AI development. Wei Ran, Chief Engineer of the China Academy of Information Communications Technology, outlined the convention's core provisions, urging AI firms to prioritize user data privacy while continuing technological advancements and fostering industry self-regulation.
Xu Peng, CEO of LianShang Group and an early signatory, stressed that data security is fundamental to high-quality AI development. The company will strictly adhere to the convention, establishing a comprehensive personal information protection system spanning the entire lifecycle of intelligent agents. By ensuring robust security, LianShang aims to drive innovative AI agent applications. As intelligent agents expand into broader scenarios, this convention signals that China's AI sector is entering a new phase of refined governance that balances safety with innovation.
