South Korea Plans Special Electricity Rates for AI Data Centers to Bolster National Competitiveness

To gain an edge in the global semiconductor and AI race, South Korea is turning to disruptive energy policies. Today, Environment Minister Kim Seong-hwan announced a comprehensive overhaul of the country's power policy framework, including a regional differentiated electricity pricing system and a new "AI data center special electricity rate plan."
The policy's core objective is to ensure stable low-cost power supply for critical infrastructure like semiconductor factories and AI data centers. By reducing electricity costs in the Chungcheong, Yeongnam, Honam, and Gangwon regions, the government aims to attract large AI data centers and semiconductor clusters to these areas, boosting companies' willingness to invest locally.
Two Pillars Coexist as Energy Policy Sees Major Transformation
Officials note that the current tech race has entered an "AI era where power is king," elevating energy security to an unprecedented level. Kim Seong-hwan emphasized that semiconductor chip production, along with the operation of AI data centers and physical AI systems, all depend on a massive and stable power supply.
With this in mind, the South Korean government now views chips and power as the two pillars of national core competitiveness. To ensure that power supply does not become a bottleneck for technological progress, the country's energy policy is undergoing a major shift — from passive assurance to active industrial strategic incentives.
Clear Power Supply Plans: Massive Electricity Precisely Delivered to Clusters
Alongside the special electricity rate, the government announced detailed supporting plans for power and water supply. The Yeoju Semiconductor Cluster will receive approximately 1,500 megawatts of power and 1.5 million tons of water daily, while the Southwest Circle cluster will be equipped with 630 megawatts of power supply capacity.
For the AI computing infrastructure that has drawn the most public attention, the government has pledged to deliver over 800 megawatts of power on time and in full by 2029. This precise and massive electricity supply will ensure that South Korea never faces power shortages when building efficient, large-scale AI infrastructure.
