NDRC Deploys Embodied Intelligence Training Infrastructure for Large and Small Brain Models

At a recent press conference, Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission (NDRC), announced that the next phase will focus on advancing high-quality development in embodied intelligence, in line with the goals set out in the 14th Five-Year Plan. Key infrastructure construction will serve as the primary breakthrough point. This national strategy sends a clear signal that China is accelerating the development of core infrastructure for next-generation artificial intelligence, providing strong momentum for moving embodied intelligence from research labs to large-scale industrial applications.
With the global embodied intelligence industry on the verge of rapid expansion, integrating large models with the physical world has become a widely accepted direction. The NDRC’s recent directive outlines a two-pronged approach: First, China will accelerate the construction of training infrastructure specifically for embodied intelligence, aiming to resolve the industry’s current data bottleneck. This will support the collection of high-value embodied data and the training of both large and small brain models, significantly improving robots' generalization capabilities across diverse and heterogeneous environments. The goal is to help embodied intelligence robots break free from the constraints of individual labs or competition settings, and accelerate their full-scale adoption in factories, retail stores, and homes—truly embedding embodied intelligence into everyday production and life across all industries.
