AI Large Models Embrace IPv6 as Xiongan New Area Leads Standalone Network Pilot

The Cyberspace Administration of China, alongside regulators from Beijing, Shanghai, Zhejiang, and Shenzhen, has partnered with five major large model providers to launch the "Artificial Intelligence Large Model IPv6 Capability Enhancement Special Action" in Xiongan New Area. This year-long initiative aims to fully support generative AI large models with IPv6, establishing a robust network foundation for the intelligent era.
As AI large model applications expand, token traffic is surging, creating unprecedented pressure on network capacity. IPv6, with its 128-bit address space—enough to assign an address to every grain of sand on Earth—alongside efficient routing and built-in security, is recognized as the critical infrastructure supporting large model applications.
Four Key Areas of Focus: API Calls as Core Metrics
This special action targets four dimensions: enhancing large model IPv6 scalability, improving management standards, increasing infrastructure IPv6 support, and boosting IPv6 traffic for large model applications. A key priority is increasing the IPv6 access ratio for large model API calls, ensuring that communication traffic between future AI applications fully migrates to the next-generation network protocol. The ultimate goal is to drive the deep integration and innovation of large models and IPv6, steering the Internet toward "native intelligence."
On the same day, the IPv6 single-stack deployment initiative in Xiongan New Area was officially launched. "Single stack" refers to a network operating exclusively on the IPv6 protocol, eliminating reliance on IPv4 compatibility. Xiongan will collaborate across four dimensions—strengthening fundamentals, widespread empowerment, enhanced R&D, and ecosystem development—with plans to achieve full-scale IPv6 single-stack operation in newly built areas by 2030.
2030 Goal: 950 million IPv6 Users, 42% Traffic Share
Recently, the Central Committee for Cybersecurity and Informatization issued the "Implementation Plan for Deepening IPv6 Technology Innovation and Integrated Application (2026–2030)," setting clear two-phase goals. By 2027, active IPv6 users will reach 900 million, with network traffic accounting for 38%. By 2030, active IPv6 users will increase to 950 million, with traffic share rising to 42%. IPv6 will be widely integrated into all fields of the economy and society, building a technically advanced and secure IPv6 industry ecosystem. From the single-stack pilot in Xiongan to nationwide IPv6 promotion, these measures indicate China's systematic upgrade of network infrastructure for the AI large model era.
